The House met at 10:07 a.m.
This being the first day of the first session of the 38th Legislative Assembly of the province of British Columbia for the dispatch of business, pursuant to a proclamation of the Hon. Iona Campagnolo, Lieutenant-Governor of the province, hon. members took their seats, after having taken the prescribed oath and having signed the parliamentary roll.
Clerk of the House: Her Honour the Lieutenant-Governor is in the precinct and is about to enter. Would you please remain in your seats.
Her Honour the Lieutenant-Governor, having entered the chamber, took her seat on the throne.
Hon. I. Campagnolo (Lieutenant-Governor): Pray be seated.
Hon. W. Oppal: Members of the Legislative Assembly, I am commanded by Her Honour the Lieutenant-Governor to announce that she does not see fit to declare the cause of her summoning you at this time and will not do so until you have chosen a Speaker to preside over your honourable body. Her Honour the Lieutenant-Governor hopes to be enabled to declare, during the afternoon, her reason for calling you together.
Her Honour the Lieutenant-Governor retired from the chamber.
Election of Speaker
Clerk of the House: The first order of business today is the election of a Speaker.
Members of the Legislative Assembly, it is my duty to inform you that only one candidate has declared an intention to stand for the election of Speaker pursuant to Standing Order 11. Therefore, I wish to announce that Bill Barisoff, the member for Penticton–Okanagan Valley, is declared elected as Speaker.
Hon. B. Barisoff took his place in the chair.
Mr. Speaker: Hon. members, I’d like to humbly thank you, the members of the assembly, for the great honour that you have bestowed upon me this day in selecting me as your Speaker. In keeping with the tradition of this high office, I will endeavour at all times to carry out my duties with fairness and integrity. I now ask for your patience while I declare a short recess in order to assume the appropriate attire.
The House recessed from 10:12 a.m. to 10:25 a.m.

Hon. G. Campbell: On behalf of the government and, I'm sure, the House, I want to congratulate you on your election to the office of Speaker. As you know, the Speaker has been serving in British Columbia for almost ten years now, right now as the MLA for Penticton–Okanagan Valley.
As you know, Mr. Speaker, our House Leader had discussions with the Leader of the Opposition. We hope that this House will raise its level of debate. We hope there'll be debate. I'm sure there'll be disagreements, but I hope that as you go through your tenure as Speaker, you will continue to keep us on the track of creating the kind of constructive, positive and thoughtful Legislature that British Columbians expect. I know you can live up to that challenge because of your record of experience and contribution to all of the people of British Columbia.
This House is first and foremost a tool of all the people of British Columbia, and I know that has always been the principle upon which you've acted as an elected member. As Speaker, we are in your hands. We look forward to working constructively and positively with you. On behalf of the government, let me simply say congratulations.
C. James: I, as well, would like to offer congratulations on behalf of the opposition. I've had the privilege of working with you in other capacities. I want to express our appreciation and how much we look forward to working with you.
I'd also like to say to the Premier and government members on the other side: no worries; there will be lots of debate. We look forward to that debate. We look forward to the tenor in the House, and we look forward to our work together over the next four years on behalf of the people of this province.
Hon. M. de Jong: The House will now adjourn until two o'clock today, when Her Honour the Lieutenant-Governor will deliver the throne speech.
Hon. M. de Jong moved adjournment of the House.
