Electoral District of Surrey–Panorama Ridge
October 28, 2004On May 26, 2004, this office received a Speaker's warrant advising of the vacancy in the membership of the Legislative Assembly resulting from the resignation of Gulzar Cheema, MLA for the electoral district of Surrey–Panorama Ridge.
On direction from the Lieutenant-Governor-in-Council, I issued a writ of election on September 30, 2004, ordering a by-election to be held to fill the vacancy. The writ specified general voting day as October 28, 2004.
The by-election was held in accordance with the provisions of the Election Act, and the completed writ of election has been returned to me.
In accordance with section 147(2) of the act, I hereby certify the election of Jagrup Brar as the member to represent the electoral district of Surrey–Panorama Ridge in the Legislative Assembly.

Hon. G. Bruce: On behalf of the government and the government members, I'd like to welcome the new member for Surrey–Panorama Ridge. It can be somewhat overpowering when you come into this place, but it will soon encapture you, as I know you've been watching.
You've got an incredible challenge. You've got two very lively colleagues to try and bring under control. [Laughter.] We've been trying for four years. I'd like you to know that we are with you in your endeavour to do just that. Welcome to the House.

Mr. Speaker and Members of the Legislative Assembly, in closing the fifth session of the thirty-seventh parliament of British Columbia, I wish to commend you on the accomplishments of the past year. This session has seen the passage of measures of wide-ranging and significant importance to the people of the province. On behalf of all British Columbians, I wish to express appreciation for the care and attention that you have given to your deliberations. I now relieve you of your duties.
Her Honour the Lieutenant-Governor retired from the chamber.

Hon. G. Plant: Mr. Speaker and Members of the Legislative Assembly, it is Her Honour the Lieutenant-Governor's will and pleasure that the Legislative Assembly be prorogued until 2 p.m. today, and this Legislative Assembly is hereby prorogued accordingly.
Mr. Speaker: Hon. members, the House will reconvene at 2 o'clock this afternoon.
