The House met at 10 a.m.

MR. SPEAKER: Hon. members, before we attend upon the ceremonies of the day, I would like to report that since we last met two things have happened: the first was the resignation of the member for North Vancouver-Capilano (Mr. Gibson), and the second was the passing of the former Premier, W.A.C. Bennett.

I wanted to report to you that in your absence I did care for the appropriate messages on your behalf, and hope that that has met with your approval. We will rise for prayer in just a moment, and when we rise, perhaps we could take just a moment to reflect on the memory of the passing of a former member of our chamber. Shall we stand.

MR. SPEAKER: Hon. members, I'm advised that His Honour the Lieutenant-Governor is prepared to enter the chamber. Shall we please all rise.

HON. H.P. BELL-IRVING (Lieutenant Governor): Mr. Speaker and Members of the Legislative Assembly:

I'm pleased to be with you today as the third session of the 31st Parliament of the Province of British Columbia draws to a close. My appreciation is extended to you all for the careful attention and consideration you gave to all matters brought before you, including the 46 bills which were passed.

In this International Year of the Child and Family, the Family Relations Act, which consolidates and brings up to date provisions of four earlier bills, is worthy of special mention.

Our changing social standards resulted in two other bills worthy of notice: The Good Samaritan Art, which will protect persons who go to the emergency aid of the sick and injured, and the Heroin Treatment Act, which will aid in the identification and treatment of heroin and related narcotic users.

The Urban Authority Act, relating to the provision and regulation of transit services, will be of particular interest to British Columbians in major centres throughout the province, while the Range Act will be of interest to our rural residents. The new Forest Act, the Ministry of Forests Act and Land Titles Art will be of benefit to us all.

The Constitution Amendment Art, 1978, will result in modifications to the membership of this House, increasing the number of members from 55 to 57, while redefining boundaries of electoral districts.

There were many other bills and amendments to existing Acts relating to the responsibilities of virtually all ministries.

In closing this session, I would like to congratulate you on your achievements during the past month. I trust the blessing of Divine Providence will be with you as you shortly resume your duties.

HON. MR. CURTIS: It is His Honour the Lieutenant-Governor's will and and pleasure that the Legislative Assembly be prorogued until 2 o'clock p.m. tomorrow, and this provincial Legislative Assembly is hereby prorogued accordingly.
