Unavoidably Absent: Marc Dalton, MLA; Dr. Darryl Plecas, MLA

1. The Chair called the Committee to order at 3:22 p.m.

2. Resolved, that the Committee meet in-camera to consider the appointment of an Acting Representative for Children and Youth, pursuant to section 5 of the Representative for Children and Youth Act. (Linda Reimer, MLA)

3. The Committee met in-camera from 3:22 p.m. until 3:31 p.m.

4. The Committee continued in public session at 3:31 p.m.

5. Resolved, that pursuant to section 5 of the Representative for Children and Youth Act, the Select Standing Committee on Children and Youth appoint Bernard Richard as Acting Representative for Children and Youth to exercise the powers and perform the functions and duties of the Representative, commencing on November 27, 2016, until the Legislative Assembly resumes a formal sitting and an appointment by the Legislative Assembly of a Representative for Children and Youth is made, pursuant to section 2 of the Act. 6. The Committee adjourned to the call of the Chair at 3:35 p.m.

J. Thornthwaite (Chair): Welcome, everybody. Thank you very much for agreeing to meet on such short notice.

I would like to call a motion to go in camera to discuss a personnel matter.

L. Reimer: I’ll move that motion.

J. Thornthwaite (Chair): Second? Melanie. Okay.

Motion approved.

The committee continued in camera from 3:22 p.m. to 3:31 p.m.

Appointment of
Acting Representative
for Children and Youth

J. Thornthwaite (Chair): A good discussion on the personnel matters. I think that our Deputy Chair has a motion that she’d like to present to the committee.

M. Mark (Deputy Chair): I move that pursuant to section 5 of the Representative for Children and Youth Act, the Select Standing Committee on Children and Youth appoint Bernard Richard as acting Representative for Children and Youth to exercise the powers and perform the functions and duties of the representative, commencing on November 27, 2016, until the Legislative Assembly resumes a formal sitting and an appointment by the Legislative Assembly of a Representative for Children and Youth is made, pursuant to section 2 of the Act.

J. Thornthwaite (Chair): Okay. Linda Reimer has seconded.

Motion approved.

J. Thornthwaite (Chair): Thank you very much, everybody, for agreeing to have this conference call.

I gather, Kate, you’ll be informing Mr. Richard?

K. Ryan-Lloyd (Deputy Clerk and Clerk of Committees): Yes. I’d be pleased to touch base with Mr. Richard in a few moments. I will also be in touch with you, Madam Chair, and the Deputy Chair with respect to a brief joint statement to be issued later today.

J. Thornthwaite (Chair): That’s very good. I appreciate that.

Okay. Is there anything else on this matter from the committee members?

D. McRae: Please, I would encourage, if possible, through yourself, Chair, to make sure the media release goes out fairly quickly and be available. Or if you would like to have me do media, I guess I could, but I think it’d be more appropriate if you did it — in regards to the acting position.

J. Thornthwaite (Chair): Yes. I’ve agreed to do any media, and Kate can arrange that. Right after we do our statements — our joint statement, together — I’m very happy to do media.

D. McRae: Perfect. There were definitely several sophisticated media who understood that there was an acting position that needed to be filled. If we can basically dissuade some of their concerns about lack of continuity, on your part, that’d be hugely advantageous. Thank you so much for doing that.

J. Thornthwaite (Chair): Yes, that’s exactly what we’ll do.

Okay. Any other comments?

So then we need a motion….

M. Karagianis: A motion to adjourn. I’ll move a motion to adjourn.

J. Thornthwaite (Chair): Okay, Maurine and Linda.
