MINUTES SPECIAL COMMITTEE TO REVIEW THE INDEPENDENT INVESTIGATIONS OFFICE

Present: Mike Morris, MLA (Chair); Spencer Chandra Herbert, MLA (Deputy Chair); Dr. Doug Bing, MLA; Scott Fraser, MLA; Wm. Scott Hamilton, MLA; Dr. Darryl Plecas, MLA; Jane Jae Kyung Shin, MLA; Jackie Tegart, MLA

1. There not yet being a Chair elected to serve the Committee, the meeting was called to order at 8:00 a.m. by the Committee Clerk.

2. Resolved, that Mike Morris, MLA, be elected Chair of the Special Committee to Review the Independent Investigations Office. (Jackie Tegart, MLA)

3. Resolved, that Spencer Chandra Herbert, MLA, be elected Deputy Chair of Special Committee to Review the Independent Investigations Office. (Scott Fraser, MLA)

4. Resolved, that the Committee meet in-camera to consider its draft report. (Wm. Scott Hamilton, MLA)

5. The Committee met in-camera from 8:01 a.m. to 8:33 a.m.

6. The Committee continued in public session at 8:33 a.m.

7. Resolved, that the Special Committee to Review the Independent Investigations Office approve and adopt its report as amended today and further, that the Committee authorize the Chair and Deputy Chair to work with committee staff to finalize any minor editorial changes to complete the supporting text. 8. Resolved, that the Chair of the Special Committee to Review the Independent Investigations Office present the Committee’s report to the Legislative Assembly at the earliest available opportunity. (Spencer Chandra Herbert, MLA)

9. The Committee adjourned to the call of the Chair at 8:34 a.m.

The committee met at 8 a.m.

Election of Chair and Deputy Chair

S. Sourial (Committee Clerk): Good morning, committee members. As this is our first meeting in the fourth session and we don’t yet have a Chair or a Deputy Chair, our first order of business is to elect a Chair. Do I have any nominations?

J. Tegart: I would nominate Mike Morris.

S. Sourial (Committee Clerk): Okay. Jackie has nominated Mike. Any further nominations? Any further nominations? Any further nominations?

Seeing none, Mike, do you accept?

M. Morris: I do.

[M. Morris in the chair.]

M. Morris (Chair): Our next order of business is the election of the Deputy Chair. Do I hear any nominations for Deputy Chair?

S. Fraser: I would nominate Spencer Chandra Herbert.

M. Morris (Chair): Do I hear a seconder? Any further nominations? Any further nominations? No further nominations?

I nominate Spencer Chandra Herbert as the Deputy Chair.

S. Chandra Herbert (Deputy Chair): Thank you.

M. Morris (Chair): Now we’ll have a motion to go in camera, if we could.

S. Hamilton: So moved.

The committee continued in camera from 8:01 a.m. to 8:33 a.m.

M. Morris (Chair): We’re back in the public domain here again.

We have two motions to present on the floor here. The first motion is to adopt the report as amended.

Committee Report to the House

S. Chandra Herbert (Deputy Chair): I move that the Special Committee to Review the Independent Investigations Office approve and adopt its report as amended today and, further, that the committee authorize the Chair and the Deputy Chair to work with committee staff to finalize any minor editorial changes to complete the supporting text.

J. Tegart: I’ll second.

M. Morris (Chair): Thank you, Jackie.

And the second motion.

S. Chandra Herbert (Deputy Chair): I move that the Chair of the Special Committee to Review the Independent Investigations Office present the committee’s report to the Legislative Assembly at the earliest available opportunity.

M. Morris (Chair): Darryl seconds.

S. Chandra Herbert (Deputy Chair): Should we vote on those motions?

M. Morris (Chair): Yes, that’s a good idea.

All in favour of those motions?

Motions approved.

M. Morris (Chair): Great. Thanks very much, again, for everybody’s help. This meeting is concluded.
