1. The Chair called the Committee to order at 11:05 a.m.
2. Resolved, that the Committee meet in-camera to review its draft report on Child and Youth Mental Health. (Maurine Karagianis, MLA)
3. The Committee met in-camera from 11:05 a.m. to 11:06 a.m.
4. Resolved, that the Committee approve and adopt the Final Report on Child and Youth Mental Health in British Columbia: Concrete Actions for Systemic Change as presented today and further, that the Committee authorize the Chair and Deputy Chair to work with committee staff to finalize any minor editorial changes to complete the supporting text. (Donna Barnett, MLA)
5. Resolved, that the Chair present the Report to the Legislative Assembly at the earliest available opportunity. (Maurine Karagianis, MLA)
6. The Committee adjourned to the call of the Chair at 11:11 a.m.

J. Thornthwaite (Chair): We’re just calling the meeting to order right now. To talk about the report, we want to go in camera. We need a motion to go in camera.
The committee continued in camera from 11:05 a.m. to 11:06 a.m.

Committee Report to the House
J. Thornthwaite (Chair): Okay. Now we have two motions. One is that the Chair present the report to the Legislative Assembly at the earliest available opportunity.
K. Ryan-Lloyd (Deputy Clerk and Clerk of Committees): If I might, Madam Chair, it might be helpful for the committee to consider the other motion first.
D. Barnett: I move that the committee approve and adopt the Final Report on Child and Youth Mental Health in British Columbia: Concrete Actions for Systemic Change as presented today, and further, that the committee authorize the Chair and Deputy Chair to work with committee staff to finalize any minor editorial changes to complete the supporting text.
K. Ryan-Lloyd (Clerk of Committees): If there’s no discussion, Madam Chair, you may wish to put the question.
Motion approved.
J. Thornthwaite (Chair): Somebody has to move the second motion.
M. Karagianis: I’ll be happy to do that. I move that the Chair present the report to the Legislative Assembly at the earliest available opportunity.
Motion approved.
J. Thornthwaite (Chair): So that’s good.
Kate, do you need anything else?
K. Ryan-Lloyd (Clerk of Committees): No, thank you very much, committee members. I will just advise that we will be working very closely with the staff in the Parliamentary Committees Office to upload the report. The targeted release date, as per discussions earlier with the Chair and Deputy Chair…. We are aiming for this coming Wednesday, January 27, at — I’m hoping — around 11 in the morning, if that works for committee members.
We have also prepared, with the assistance of the Chair and the Deputy Chair, a draft media release, which we are pleased to share with all members of the committee, for your information. But we will be working towards a release on Wednesday morning.
As I will actually be in transit that morning on my way to a conference, my colleagues in the Parliamentary Committees Office, with Susan Sourial’s help, will ensure that the committee’s report is placed on the committee’s website and that the media release is prepared and distributed appropriately. We will keep you updated with respect to the status of that report, so you will all have confirmation, by way of email from our office, once the report is in the public domain.
D. Donaldson (Deputy Chair): I have a question, Chair. I just want to make sure I’ve got this perfectly clear. Even though the record will show that we approved and adopted this report in this meeting today, is it still embargoed until 11 a.m., at least, on Wednesday, January 27, for public release?
K. Ryan-Lloyd (Clerk of Committees): Yes, the report will remain confidential until it is formally deposited with the Office of the Clerk. That process of depositing the report has, in effect, the outcome of making the report public at that time.
We will support the final publication of the report by ensuring that we have sufficient print copies on hand and that the desktop publishing process is complete. We can certainly target that to any date and time of your choosing. Through discussions last week, I understood that there was an agreement for Wednesday morning. If the committee prefers a different release date or time, I’d be happy to facilitate that as best we can.
D. Donaldson (Deputy Chair): No, that’s fine by us. I don’t want to get into next week when it’ll have less chance of getting media coverage. So Wednesday is good.
K. Ryan-Lloyd (Clerk of Committees): Great. Well, thank you.
J. Thornthwaite (Chair): I’m fine with Wednesday as well.
K. Ryan-Lloyd (Clerk of Committees): Excellent. Well, thank you so much. We’ll keep you up to date with respect to the status of the release, but we’ll certainly be working towards Wednesday morning, no later than 11.
J. Thornthwaite (Chair): All right.
D. Donaldson (Deputy Chair): Sounds good.
J. Thornthwaite (Chair): Are there any other comments?
D. Barnett: I’d just like to thank the committee and staff for all the hard work. I know this is a very sensitive topic. I think that working together…. Our report, I hope, will make some difference in the lives of and in the mental health of children and youth.
And I move adjournment.
J. Thornthwaite (Chair): Thank you, Donna.
M. Stilwell: Thank you, Donna. I second all of those sentiments.
J. Thornthwaite (Chair): I also appreciate everybody’s work.
And I agree. The committee is adjourned.
