1. The Chair called the Committee to order at 5:39 p.m.
2. Resolved, that the Committee meet in-camera to consider its draft Interim Report on Youth Mental Health in British Columbia. (Darryl Plecas, MLA)
3. The Committee met in-camera from 5:41 p.m. to 6:44 p.m.
4. The Committee continued in public session at 6:44 p.m.
5. Resolved, that the Committee authorize the Chair and Deputy Chair to approve and adopt an Interim Report as discussed today and further, that the Committee authorize the Chair and Deputy Chair to work with committee staff to finalize any minor editorial changes to complete the supporting text. 6. Resolved, that the Chair present the report to the Legislative Assembly at the earliest available opportunity. (Mike Bernier, MLA)
7. The Committee adjourned to the call of the Chair at 6:45 p.m.

J. Thornthwaite (Chair): Good afternoon, everybody. Thank you very much for coming. We are missing Donna, because she’s up in her riding dealing with some issues.
Draft Committee Report:
Youth Mental Health
J. Thornthwaite (Chair): As you can see through our agenda item, we have a review of the draft report on youth mental health, which will be in camera. Then we have a proposal for additional stakeholder witnesses. And then we have any other business. Is everybody okay with that agenda?
D. Donaldson (Deputy Chair): Is there any reason why we need to be in camera for the review of the draft? Just wondering what the rationale is.
K. Ryan-Lloyd (Deputy Clerk and Clerk of Committees): Good afternoon, Members. The practice of parliamentary committees when considering a draft report to the House tends to be an in-camera process to ensure that there’s a good level of discussion that can take place on the working draft that’s prepared by staff. We’re certainly in your hands.
In particular, I would note that on page 28 of your draft we are looking for a direction, potentially a draft recommendation to the Legislature. On that basis, the suggestion would be for you to consider, at minimum, that piece in camera. But we’re certainly in your hands however you’d like to proceed this afternoon.
J. Thornthwaite (Chair): Any other questions?
M. Stilwell: I was just going to say, also, we had testimony that was in camera, which was unusual. So the discussion around specific people who spoke to us in privacy…. We’d need to do that also, I think.
J. Thornthwaite (Chair): Do we need a motion to go in camera? Are we okay…? Has anybody got a motion?
D. Donaldson (Deputy Chair): Just as long as there’s the ability to put comments on the record, once we’re finished in camera, regarding the draft report.
D. Plecas: You’re asking for a motion to go in camera? I’m giving that.
J. Thornthwaite (Chair): Seconded, Mike Bernier.
Motion approved.

J. Thornthwaite (Chair): We are now out of in camera, and we are in the process of…. After we’ve reviewed the confidential draft report, do we have a motion?
M. Bernier: Yes. I move that the committee authorize the Chair and the Deputy Chair to approve and adopt the interim report as discussed today and, further, that the committee authorize the Chair and Deputy Chair to work with the committee staff to finalize any minor editorial changes to complete the supporting text.
M. Karagianis: Sorry, Madam Chair. Could we not add and that it be released this week?
K. Ryan-Lloyd (Clerk of Committees): That’s the second motion.
M. Karagianis: Okay.
Motion approved.
Committee Report to the House
M. Bernier: Chair, I’d like to make another motion, if I may. I move that the Chair present the report to the Legislative Assembly at the earliest available opportunity.
Motion approved.
J. Thornthwaite (Chair): Thank you, everybody. Are we adjourning now? Are we fine with that?
M. Karagianis: You didn’t want to take care of item 2? Do you think that was kind of incorporated?
J. Thornthwaite (Chair): It was incorporated into it, so I think I’m okay, as long as everybody else is okay.
