1. The Chair called the meeting to order at 9:40 a.m.
2. Resolved, that the Committee meet in-camera to consider its draft report to the House. (John Slater, MLA)
3. The Committee met in-camera from 9:41 a.m. to 11:37 a.m.
4. The Committee continued in public session at 11:37 a.m.
5. It was moved by Douglas Horne, MLA, that the Committee approve and adopt the Report of the Special Committee on Cosmetic Pesticides as amended today. The motion was agreed to on the following division:

B. Bennett (Chair): I call the committee to order, and I'm looking for a motion to go in camera so that we can deliberate on the committee's draft report.
Moved by John Slater.

B. Bennett (Chair): We are now on the record.
Committee members, given that this is our last meeting of the full committee, I want to first of all thank the Deputy Clerk, Kate Ryan-Lloyd, for all the assistance that she has provided to myself, the Deputy Chair and the committee over the past year that this committee has been in place.
I also want to thank sincerely the research staff, Josie Schofield and Morgan Lay, who did an enormous amount of work. This process, I think, set records in terms of public input. Research staff had an awful lot of work to do, all the way from creating and managing the website to dealing with the thousands of written and electronic submissions. Then came the actual report writing, which was challenging. Ultimately they did first-rate work, so thank you for that.
I also want to thank all of the members of the committee, because I think it was a good, democratic exercise to arrive at where we're at. So thank you all very much.
R. Fleming (Deputy Chair): I would just like to add to that list of thanks to our Deputy Clerk and to our committee research services staff, who the Chair has thanked on behalf of all of us.
I would like to additionally thank the Chair, who I think has presided over public meetings and a public input process that has been thorough and satisfactory to those who presented before us, and to thank all of the members, both currently and a number of members who served at various parts on the government side during this committee's deliberations. It's a lot of work on your part, and it took some time to get to the stage of completing the report, so thank you to the Chair for keeping us all on task in that regard.
B. Bennett (Chair): Thank you, Rob, and I appreciate that. I appreciate the cordial way that you have managed our relationship, the relationship between the Deputy Chair and Chair. Generally speaking, I think this committee's work should be a model for other committees, because it was difficult subject matter, we got through it, and we're still all speaking to one another.
Committee Report to the House
B. Bennett (Chair): Now, committee members, I'm looking for a motion.
D. Horne: Being that this is the only meeting of this committee that I've attended, I find it ironic that I'm moving the motion.
I move that the committee approve and adopt the report of the Special Committee on Cosmetic Pesticides as amended today, and that the Chair and Deputy Chair work with the Clerk of Committees Office to finalize any minor editorial changes on behalf of the full committee, and that once finalized, I move that the Chair present the report to the Legislative Assembly at the earliest available opportunity.
R. Fleming (Deputy Chair): If I could ask the Clerk: by voting for this motion, is it a tacit endorsement of the recommendations contained in the report?
K. Ryan-Lloyd (Deputy Clerk and Clerk of Committees): Given the current wording includes the suggestion that the committee, I believe, approve and adopt the report, if I've heard the motion correctly, I would say that that would be correct.
R. Fleming (Deputy Chair): Well, I'm in a position where I don't support the main recommendations and the ones that flow from the main recommendations, but I do want to endeavour to help the committee complete the report and put it before the Legislature for consideration. I don't know how a vote could reflect that.
It doesn't need to be named by members voting against. Is there a difference between "on division" and "division" in a committee setting?
B. Bennett (Chair): Well, we can probably deal with this, Rob, by splitting off the motion into sections. We can split off one part of the motion to deal with the activities of the Chair and the Deputy Chair, following this meeting, to resolve some of the minor issues before the report is tabled. That can be a separate motion. Then the motion to approve and table the report would also be separate motion.
Does that sound like that would work?
R. Fleming (Deputy Chair): Yeah, I think.
B. Bennett (Chair): Given the question expressed by

the Deputy Chair, Doug Horne, do you have something subsequent to offer us?
D. Horne: I will move that the committee approve and adopt the report of the Special Committee on Cosmetic Pesticides as amended today.
