Unavoidably Absent: Don McRae, MLA
1. The Chair called the Committee to order at 9:14 a.m.
2. Resolved, that the Committee meet in-camera to review its draft report to the House. (John Rustad, MLA)
3. The Committee held in-camera deliberations on its draft report to the House, taking recesses during the following times: 10:13 a.m. to 10:53 a.m.; 11:44 a.m. to 12:15 p.m.; 1:24 p.m. to 2:36 p.m.; 3:22 p.m. to 3:32 p.m.; 3:54 p.m. to 8:14 p.m.; and 8:22 p.m. to 8:28 p.m.
4. The Committee then agreed to continue in open session at 8:28 p.m.
5. Resolved, that recommendations 1-13, 15-34, 36, 45, and 47-48 be adopted. (Doug Donaldson, MLA)
6. It was moved by John Rustad, MLA that recommendations 14, 35, 37-44, 46 and 49 be adopted. The motion was agreed to on the following division:

7. It was moved by Norm Letnick, MLA that the Budget 2010 Consultation report, as amended today, be adopted. The motion was agreed to on the following division:

8. Resolved, that the Committee authorize the Chair and the Deputy Chair to oversee any final minor edits to complete the supporting report text by Tuesday, November 10 at 12 noon. (John van Dongen, MLA)
9. Resolved, that the Chair deposit a copy of the Budget 2010 Consultation report with the Office of the Clerk by November 15, and that the Chair present the report to the House at the earliest opportunity. (Jane Thornthwaite, MLA)
10. The Committee adjourned to the call of the Chair at 8:32 p.m.

J. Les (Chair): Okay, I would suggest we get the meeting underway.
I am going to presume that everybody got the e-mail later on. I guess it was early evening or something like that — wasn't it, Kate? — about eight o'clock last night when we got the final draft as it stands right now, along with the summary of recommendations.
J. Rustad: Sorry, Chairperson. I move we go in camera.
J. Les (Chair): Oh, of course.
The committee continued in camera from 9:15 a.m. to 8:28 p.m.

Committee Report to the House
J. Les (Chair): We now need a resolution that recommendations 1 to 13, 15 to 34, 36, 45, and 47 to 48 be adopted.
D. Donaldson (Deputy Chair): So moved.
Motion approved.
J. Rustad: I move that recommendations 14, 35, 37 through 44 inclusive, 46 and 49 be adopted.
K. Ryan-Lloyd (Clerk Assistant and Committee Clerk): There's four and four. We've got a tie, so a casting vote for the Chair. How do you vote, sir?
J. Les (Chair): I vote aye.
Motion approved.
N. Letnick: I move that Budget 2010 consultation report as amended today be adopted.
J. Les (Chair): Motion is carried, with myself voting in favour.
Motion approved.
M. Mungall: Just a procedure question. How do we make sure that the record shows that we voted against? Will it say who did?
K. Ryan-Lloyd (Committee Clerk): That's correct. This is a recorded division, and so the minutes will reflect the names of all members voting in favour of or against each motion.
J. Les (Chair): Including the Chair, apparently.
Then the next motion, authorizing the Chair and Deputy Chair to….
J. van Dongen: I move that the committee authorize the Chair and Deputy Chair to oversee any final minor edits to complete the supporting report text by Tuesday, November 10 at 12 noon.
Motion approved.
J. Les (Chair): That is carried unanimously.
The final motion?

A question, first, by Norm.
N. Letnick: I don't know if it's a motion, a point of privilege. I'd just like to go on the record, probably on behalf of all of us, to say thank you to the staff for their hard work, both the staff here and the Hansard staff and everybody who went with us throughout our consultations over the last few months — an amazing job, especially with the short timelines.
I'd also like to say thank you for the members of the opposition. It's the first chance I've had to work with the members so closely, as opposed to two sword-lengths apart. I found it a great experience. It was great to work with you and get to know you a little better, so thank you.
J. Les (Chair): Well said.
Now, then, a motion to adjourn would be in order.
