           [A. Horning in the chair.]

           A. Horning (Chair): This is the Select Standing Committee on Parliamentary Reform, Ethical Conduct, Standing Orders and Private Bills. Right now I'll pass it over to the Clerk for further clarification.

           I. Izard (Clerk Assistant and Law Clerk): We have a bill before us to restore the Grassy Plains Community Hall Association to the register of companies. It's been struck off for more than ten years. Ross Manson is here as agent on behalf of the society.

           R. Manson: I'm appearing on behalf of Jan Owens, who is the petitioner in this matter and treasurer of the society. As has been mentioned, the purpose of the bill is to restore the society so that it can in turn seek the return of the community hall association, of which it believed itself to be the owner.

           I'm told that the Grassy Plains Hall is one of three community halls on the south side of Burns Lake. It's apparently large enough to have a south side. This hall sits on seven acres of land, seats about 200 people. It was constructed through grant money, donations in kind as well as donated labour and material.

           There are currently 14 members of the society, who handle the fundraising and keep this operation going. I'm told that over the last year there were 21 various events — auctions, weddings, all sorts of community events. The fire department has an annual fundraising there. As well, other associations in the area rent the hall for their purposes.

           Outside there are baseball diamonds and some other improvements — all of which, of course, the society wants to seek to get the return of. The necessary first step would be to be restored to the registrar of companies so that they can in turn make an escheat application and clear up their title.

           I don't know if there are any questions that you care to put forward.

           R. Hawes: I'm just curious as to why they did not make the required filings, obviously for a number of years.

           R. Manson: They've been struck for 20 years; '88 is when they first went down. I'm told by Jan Owens that a previous officer of the society attempted to start this process but left the area, and the matter was just dropped.

           I can't say why the reports did not get filed in a timely fashion, however. Jan Owens' experience there…. This precedes her time there.

           R. Hawes: Would the filings be made for each year subsequent to…?

           R. Manson: It would be a condition of the order of the registrar that all the filings be brought current.

           R. Hawes: They're willing to do that?

           R. Manson: Yes, they're prepared to do that.

           A. Horning (Chair): We have a motion.

           L. Mayencourt: Mr. Chair, I move that the preamble to Bill Pr403, intituled The Grassy Plains Community Hall Association (Corporate Restoration) Act, 2008, has been proved, and the committee recommends that the bill proceed to second reading.

           Motion approved.

           A. Horning (Chair): This committee is adjourned.

           The committee adjourned at 9:13 a.m.
